      文章基于一般均衡理论,结合电力市场和绿色证书交易市场的特点,构建了发电厂商之间的斯坦科尔伯格模型。运用系统动力学理论,分析了绿色证书交易对电力市场的影响机理。在此基础上,利用Vinsim软件仿真模拟绿色证书交易对电力市场的耦合效应。结果表明:(1)可再生能源配额制的实施在电力市场上衍生出了绿色证书交易市场,在绿色证书交易市场上煤电厂商作为需求者,可再生能源厂商作为供给者,为了完成各自的配额目标,实现利润最大化进行证书交易。(2)绿色证书交易市场的有效运行不仅能够降低煤电发电量,而且可以提高可再生能源发电量,从而有效调整电源结构。为了更好地实施可再生能源配额制,政府需要采取相关措施:(1)加大电力体制改革力度,加快建立市场化电价形成机制。(2)设定合理的绿色证书交易市场基础参数,保证绿色证书交易的正常运行。(3)鼓励发电厂商进行技术创新,提高成本优势增强市场竞争力。
English Summary:
      Based on the general equilibrium theory and combining the characteristics of the electricity market and the green certificate trading market, this paper constructs the Stankelberg model among power generation companies. Using system dynamics theory, the impact mechanism of green certificate trading on the electricity market is analyzed. On this basis, Vinsim software is used to simulate the coupling effect of green certificate trading on the electricity market. The results show that:(1)The implementation of the renewable energy quota system has spawned a green certificate trading market in the electricity market. In the green certificate trading market, coal power manufacturers as the demanders and renewable energy manufacturers as the suppliers, realize the maximum profit to trade in order to achieve their respective quota targets.(2)The effective operation of the green certificate trading market can not only reduce coal power generation, but also increase renewable energy generation, thereby effectively adjusting the power supply structure. In order to better implement the renewable energy quota system, the government needs to take relevant measures:(1)Intensify the reform of the electricity system and accelerate the establishment of a market-based electricity price formation mechanism.(2)Set reasonable basic parameters of the green certificate transaction market to ensure the normal operation of green certificate transactions.(3)Encourage power generation companies to carry out technological innovation, improve cost advantages and enhance market competitiveness.
