| 透过中国镉污染事件及其对人体健康的危害，看到预防镉污染保护人类生存环境安全的重要性，从而提出从人、组织、技术三方面加强环境安全保护管理。在人的管理方面，侧重环境安全保护意识、人才培养及公众参与。在组织管理方面，涉及环境安全管理长效机制、安全文化及应急方案的建立。在技术管理方面，要求镉污染治理与加强生产管理及科学研究相结合,企业镉的三废排放与城市建设相结合，生产工艺和设备与开展清洁生产、资源循环利用相结合。 |

| According to the Cadmium contamination events at China and its harm to human body, the author analyses the importance of environmental security from the control and prevention of Cadmium. Thus, the method of environment protection is composed of three parts such as human, organization and technology management. The human management focuses on the consciousness，the talent cultivation and the public participation of environmental protection. The organization management is related to the long-term mechanism, safety culture and emergency plan on environment and safety management. The technology management requires the combination of Cadmium waste disposal and production process and equipment and the city planning. |
