| 为了准确评价污水处理PPP(public private partnership)项目收益风险,解决单一方法评价的局限性,提出了一种收益风险云模型综合评价模型。首先建立了污水处理PPP项目收益风险评价指标体系,并提出了改进FSE-SD二次加权模型,在风险指标传统主客观赋权的基础上,对风险指标进行二次加权得到最终权重。最后构建云模型综合评价模型评价项目收益风险,通过比较综合云与标准云的相似度确定项目收益风险等级,根据大数定律取可数无穷个相似度的均值减弱相似度的随机性,提高计算准确性。 |

| In order to accurately evaluate the revenue risk of sewage treatment PPP projects and address the limitations of single method evaluation, this paper proposed an improved weighted cloud model of revenue risk evaluation model. First of all, a sewage treatment PPP project revenue risk evaluation index system was established, and an improved FSE-SD second weighting model was proposed in order to get the final weight of risk index to give the risk indicators a second weighting basd on the traditional subjective and objective weighting of risk indicators. Finally, it built synthetic evaluation of cloud model to evaluate the project revenue risk, and determined the project revenue risk level by comparing the comprehensive cloud and the standard cloud similarity. According to the law of large numbers it took the mean of countable infinite similarity to reduce the randomness of similarity and improve the calculation accuracy. |
