      核设施应急能力现代化是核安全人类命运共同体构建的关键要素,自然灾害一直在威胁着核设施(铀尾矿库)的安全运行。韧性铀尾矿库能够保证其在不可抗拒外力作用时,具有自行缓解的能力,恢复其结构稳定,达到抵御极端自然灾害的功效。铀尾矿库可视化为一个由物理空间、社会时代和信息数据构成的“系统”,全面探讨了韧性铀尾矿库内涵,初步构建了铀尾矿库韧性指标体系,并以湖南省某铀尾矿库为例,选取三级指标地质环境条件开展了韧性铀尾矿库的构建实践。
英文摘要:
      The modernization of the nuclear facilities emergency capabilities is a key element of the human destiny community for nuclear security. Natural disasters have been threatening the safe operation of nuclear facilities, such as uranium tailings pond. The uranium tailings pond must have a safe state to withstand the impact, quickly recover and optimize the system when it is impacted within a certain time and space, and become a uranium tailings pond with resilience. The uranium tailings pond is visualized as a “system” composed of physical space, social age, and information data. The connotation of uranium tailings pond with resilience is fully explored, and a uranium tailings pond’s resilience index system is initially established. As an example, a uranium tailings pond was selected to carry out the practice of constructing a uranium tailings pond with resilience by selecting three-level indicators of geological environmental conditions.
