| 良好的生态环境是社会经济发展的基础,规划和管控生态基础设施是保障国土空间生态安全格局的有效手段。从市域和中心城区两个层面规划生态基础设施,是推进城市生态文明建设和国土空间规划的创新实践。以湖南省衡阳市为例,对衡阳市域和中心城区生态基底系统、绿色网络系统、城市绿岛系统、保育安全系统等四大系统规划生态基础设施,以此构建国土空间生态安全格局,并提出生态基础设施保护区、控制区和引导区分类空间管控措施,促进国土空间可持续发展。 |

| A good ecological environment is the foundation of social and economic development.Planning and controlling ecological infrastructure is an effective means to ensure the ecological security of the national space.Planning ecological infrastructure from the two levels of the city and the central city is an innovative practice to promote urban ecological civilization construction and land space planning.Taking Hengyang city as an example,It plans the ecological infrastructure of the four major systems of Hengyang district and central city,such as ecological basement system,green network system,urban green island system and conservation safety system.In this way,ecological security pattern of land space can be constructed.To Promote the sustainable development of land space,it proposes space control measures for ecological infrastructure protection zones,control zones and guidance zones. |
