| 对资源型城市而言，经济转型势在必行.在转型期，城市发展既面临许多机遇，也将遭遇产业转型、结构重组和资源环境等多方面的压力和问题.本文根据耒阳城市发展的历史与现状，分析了资源型城市经济转型的必要性；提出了转型期城市规划建设的目标；探讨了转型期城市规划建设可持续发展的有效措施. |

| For resource-based city,it is imperative for economy to transit.In transition period,there are a wide range of pressures and problems like industrial transformation,reorganization and resource environment.In this paper,based on Leiyang history and current situation of urban development,the need for economic transition of resource-based cities was analyzed,a transition goal of Urban Planning and Construction was put forward,and effective measures of its sustainable development were discussed. |
