| 新时代习近平治国理政思想根本目标是凝聚发展合力。公正是凝聚发展合力实现其目标的价值理念。公正之现代含义是公平与正义,但二者有重大差别。发展合力就是由市场经济中不同利益主体相互共同作用力的统一。公平是引导规范不同利益主体“得所当得”的正义价值诉求而聚集发展合力的价值理念。这就要求:以公正引领“五大发展理念”,规范市场秩序,协调效率与公平正义关系,走出“中等收入陷阱”,凝聚发展合力,发展新常态,提升中国市场的国际竞争力,全面建设小康社会；同时要坚持以公正培育党员干部德性,凝聚发展合力,提升治国理政的水平与能力。 |

| It is the basic goal for Xi Jinping’s thought on governance to stimulate development joint effort in the new era. Impartiality is value idea to realize the stimulation of development joint effort. Impartiality in the context of the new era is connoted equality and justice, each of which carries with different meanings. Development joint effort is the interaction unity among people for different interests in the economy market. It is equality to guide and regulate the justice value appeal for the due provision for people for different interests and the value idea of stimulating development joint effort. As a result, a harmonious scene——to step out of the middle-income trap, to stimulate development joint efforts, to develop new New Normal, to promote China’s market’s international competitiveness and to build a well-off society in an all-round manner can be reached; meanwhile, it is paramount importance to adhere to cultivate impartially the virtues of Party members and cadres and to stimulate development joint efforts so that the capacity of governance should be promoted. |
