| 财政科技投入是破解技术瓶颈、激活创新动能的战略核心抓手,更是赋能新质生产力培育的关键支撑。文章以2012—2022年我国30个省级行政区的面板数据为样本,构建双向固定效应、中介效应及空间溢出效应等模型,实证分析财政科技投入对新质生产力的作用机制。结果表明:(1)财政科技投入对新质生产力的发展具有显著促进作用,且这种促进作用存在地理区域异质性和政府干预程度异质性,其影响效应大小排序依次为:科技生产力、数字生产力、绿色生产力。(2)就其作用机制而言,财政科技投入可以通过促进数字经济赋能新质生产力。具体而言,数字经济的中介效应在数字生产力维度最强,科技生产力维度次之,绿色生产力维度不显著。(3)进一步研究发现,财政科技投入对新质生产力发展的影响具有空间溢出效应,即财政科技投入不仅能提升本地区新质生产力的发展水平,还有助于提升邻近地区的新质生产力发展水平。为此,文章从优化财政支出结构、因地制宜推动科技创新、激活空间溢出效应等方面提出了相应的政策建议。 |

| Fiscal investment in science and technology is a core strategic lever for breaking through technological bottlenecks and activating innovative momentum, and it is also a key support for fostering new quality productive forces. This paper takes the panel data of 30 provinces in China from 2012 to 2022 as samples, and builds models such as two-way fixed effects, mediating effects, and spatial spillover effects to empirically analyze the mechanism of fiscal investment in science and technology on new quality productive forces. The results show that:(1) Fiscal investment in science and technology has a significant promoting effect on the development of new quality productive forces, and this promoting effect has geographic and government intervention heterogeneities. The order of the impact effect size is:scientific and technological productivity, digital productivity, and green productivity. (2) In terms of its mechanism of action, fiscal investment in science and technology can promote new quality productivity through the empowerment of the digital economy. Specifically, the mediating effect of the digital economy is the strongest in the dimension of digital productivity, followed by scientific and technological productivity, and is not significant in the dimension of green productivity. (3) Further research finds that the impact of fiscal investment in science and technology on the development of new quality productive forces has a spatial spillover effect, that is, fiscal investment in science and technology not only improves the development level of new quality productive forces in the local area, but also helps to improve the development level of new quality productive forces in neighboring areas. Therefore, this study puts forward corresponding policy suggestions from aspects such as optimizing the structure of fiscal expenditure, promoting scientific and technological innovation in accordance with local conditions, and activating spatial spillover effects. |
