| 文章基于2005—2022年中国地市级的面板数据,借助多期双重差分模型(DID),检验碳排放权交易政策和创新型城市试点政策的绿色创新效应。研究发现:(1)碳交易和创新型城市试点政策正向显著影响城市绿色创新能力,且相较于单试点政策,双试点政策的绿色创新效应更突出；此外先成为创新型城市再成为碳交易城市比先成为碳交易试点再成为创新型城市的绿色创新效应效果的持续性更好；(2)机制检验表明,双试点城市可通过加大政府支持力度、产业结构升级和提高人力资本水平来提升城市绿色创新水平；(3)异质性分析显示,城市区位、城市资源类型对双试点政策效果有显著区别,东部、西部地区和非资源型城市的绿色创新效应显著为正。基于研究结论,文章提出政策建议,以期深化政策效果,拓展城市绿色创新发展的路径。 |

| Using panel data from Chinese prefecture-level cities spanning 2005—2022 and employing a multi-period difference-in-differences (DID) model, this study examines whether urban green innovation levels are associated with carbon emissions trading and innovative city pilot policies. The results show that:(1) The implementation of both policies is exerting a significant positive impact on urban green innovation capacity. Compared to a single pilot policy, the dual pilot policy demonstrates more pronounced green innovation effects. Furthermore, the green innovation effects achieved by cities that first become innovation-oriented cities and then carbon trading cities exhibit greater sustainability than those achieved by cities that first become carbon trading pilot cities and then innovation-oriented cities. (2) Mechanism tests indicate that the dual-pilot cities can enhance their green innovation levels by increasing government support, upgrading industrial structures, and raising human capital levels. (3) Heterogeneity analysis reveals that urban location and resource types significantly influence the policy effects of the dual pilot initiative, with eastern and western regions and non-resource-based cities exhibiting notably positive green innovation effects. Policy recommendations are proposed based on these findings to enhance policy effectiveness and expand the pathways for urban green innovation development. |
