| 核安全是国家安全体系的重要组成部分,核邻避冲突作为核能技术发展过程中凸显的一类典型社会风险形态,其有效治理已成为提升社会治理效能的关键议题。核邻避问题具有高度不确定性和复杂系统性特征,传统线性管控型治理模式难以应对其突发性与非线性演变趋势；多元治理主体间权力交织与利益博弈,加剧了冲突收益分配的适配性困境；而以技术主义为导向的决策机制,亦无法充分回应冲突互动中蕴含的价值冲突与社会复杂性。当前,在治理思维、主体结构与决策过程等方面,核邻避冲突治理仍面临显著挑战；适应性治理作为一种新兴治理范式,为此提供了值得探索的路径。该模式强调通过构建跨层级、跨部门的协同治理框架,推动多元主体的实质性与持续“在场”,并增强决策过程的开放性与适应性,从而提升核邻避冲突治理的系统响应能力与韧性。 |

| Nuclear security constitutes a vital component of the national security framework. As a typical form of social risk arising from the development of nuclear energy technology, the governance of nuclear NIMBY conflicts has become a critical issue in enhancing social governance efficacy. Characterized by high uncertainty and systemic complexity, nuclear NIMBY issues pose challenges that conventional linear management models fail to address, particularly in coping with their sudden onset and nonlinear evolutionary trajectories. The interplay of power and interest games among multiple governance actors further exacerbates the difficulty in aligning benefit distributions with conflict resolutions.Moreover,technocratically-oriented decision-making mechanisms are inadequate in addressing the value conflicts and social complexities embedded in these interactions. Currently, significant challenges remain in the areas of governance philosophy, actor structure, and decision-making processes. As an emerging governance paradigm, adaptive governance offers a promising alternative pathway. This approach emphasizes the establishment of a cross-hierarchical and interdepartmental collaborative governance framework, promotes substantive and sustained engagement of diverse actors, and enhances the openness and adaptability of decision-making processes, thereby strengthening the systemic responsiveness and resilience of nuclear NIMBY conflict governance. |
