| 基于2005-2022年中国地市级的面板数据，借助多期双重差分模型（DID），对碳排放权交易与创新型城市试点政策在推动城市绿色创新方面的协同效应展开系统评估。研究发现：（1）两项政策叠加实施对提升城市绿色创新能力具有显著促进作用，相较于单试点政策，双试点政策的协同效应更突出，对城市绿色创新具有协同作用；此外先成为创新型城市再成为碳交易城市比先成为碳交易试点再成为创新型城市的绿色创新效应效果的持续性更好；（2）机制检验表明，双试点城市可通过加大政府支持力度、产业结构升级和人力资本水平来提升城市绿色创新水平；（3）异质性分析显示，城市区位、城市资源类型对双试点政策效果有显著区别，东部、西部地区和非资源型城市的绿色创新效应显著为正。基于研究结论提出政策建议，以期深化政策效果，拓展城市绿色创新发展的路径。 |

| Based on the panel data of prefecture-level cities in China from 2005 to 2022, the synergistic effect of Carbon Emission Trading policy and Innovative city pilot policy to enhance urban green innovation was evaluated by using the multi-period difference-in-difference model (DID). The results show that: (1)The combined implementation of both policies significantly enhances urban green innovation capacity. Compared to single pilot policies, the synergistic effects of dual pilot policies are more pronounced, demonstrating a collaborative impact on urban green innovation. Furthermore, achieving innovative city status before becoming a carbon trading city yields more sustainable green innovation effects than the reverse sequence of first becoming a carbon trading pilot and then an innovative city. (2) Mechanism tests indicate that the two pilot cities can enhance their green innovation levels by increasing government support, upgrading industrial structures, and raising human capital standards. (3) Heterogeneity analysis reveals that urban location and resource types significantly influence the policy effects of the dual pilot initiative, with eastern and western regions and non-resource-based cities exhibiting notably positive green innovation effects. Policy recommendations are proposed based on these findings to deepen policy effectiveness and broaden pathways for urban green innovation development. |
