| Under the intertwined forces of globalization and informatization, the complexity and abruptness inherent in social risks have precipitated a regulatory failure dilemma for the traditional "management-reactive" model of administrative rule of law. Constructing a preventive governance-oriented administrative rule of law paradigm thus emerges as an imperative transformation. Centered on the core principles of Prevention, Cooperation, and Emergency Response, this paradigm establishes an institutional framework comprising a risk-prevention normative system, a collaborative governance organizational architecture, and preventative procedural safeguards. This framework facilitates a fundamental governance shift from passive reaction to proactive prevention. Propelled through a three-dimensional framework integrating collaborative administrative subjects, behavioral regulation, and preemptive relief mechanisms, this paradigm drives enhancements in administrative efficacy, safeguards citizens" rights, and modernizes national governance, furnishing institutionalized approaches for risk society. |
