      中国乡村教师政策的发展影响着中国乡村教师的发展质量。文章基于本土化后的间断平衡理论框架,运用QCA方法对39个案例进行实证分析,研究发现:(1)中国乡村教师政策的变迁是“党政权威系统”和“民间参与系统”两个维度下7个条件变量相互组合作用的结果;(2)推动中国乡村教师政策变迁的路径有3种,分别为“中央权威主导型”“部委协同创新型”“政府公关型”,其中“中央权威主导型”和“部委协同创新型”是推动中国乡村教师政策变迁的最主要路径;(3)“顶层注意力分配”和“党政部门”是两大核心因素,发挥主导力量,“党政部门”与“制度内生改革”两个因素发挥联动作用,“焦点事件”因素是其补充性力量。QCA方法与间断平衡理论的结合是政策变迁研究方法的扩充与验证。
English Summary:
      The development of rural teacher policies in China is crucial for the quality of rural teacher development. Based on the localized punctuated equilibrium theory framework and employing the Qualitative Comparative Analysis (QCA) method on 39 cases, the study reveals that:(1) The evolution of rural teacher policies in China results from the configurational interaction of seven conditional variables within the two dimensions of “Party and Government Authority System” and “Public Participation System”; (2) There are three pathways driving the policy changes, which are the “Central Authority-led Type, ” “Ministry Collaboration Innovation Type, ” and “Government Public Relations Type, ” with the first two being the most significant; (3) “Top-level Attention Allocation” and “Party and Government Departments” are the two core elements exerting the primary influence, while “Party and Government Departments” and “Institutional Endogenous Reform” exert a synergistic effect, and “Focusing Events” serve as supplementary forces. The combination of QCA methodology with the punctuated-equilibrium theory serves as an expansion and validation of policy change research methods.
