      文章首先采用LDA模型对美国15项核安全监管政策进行文本挖掘,开展实质性研究,识别政策关注领域并提炼核心主题。然后基于PMC指数模型对政策文本进行量化评价,深入评估美国核安全监管政策的制定情况。研究结果表明,美国核安全监管政策整体评价优秀,特别是在政策领域、政策评价、政策保障和激励以及政策工具这几个方面。这一量化研究给我国核安全监管带来一些可供借鉴的经验:一是在具体的政策制定过程中应强调保障体系与多方参与;二是灵活运用多种政策工具;三是完善跨部门的协作机制,保证政策高效实施。
English Summary:
      This article first uses the LDA model to perform text mining on 15 U.S. nuclear safety regulatory policy texts, conducting qualitative research to identify the areas of focus in the policies and extract the core themes.Subsequently, a quantitative evaluation of the policy texts is performed using the PMC index model to thoroughly assess the formulation of U.S. nuclear safety regulatory policies. The research findings indicate that U.S. nuclear safety regulatory policies are generally well-evaluated, particularly in terms of policy domains, policy evaluation, safeguards and incentives, and policy instruments. This provides valuable insights for China's nuclear safety regulatory framework, including:First, emphasizing the establishment of a robust safeguard system and multi-stakeholder participation during the policy formulation process; Second, flexibly utilizing a variety of policy instruments; and Third, enhancing interdepartmental collaboration mechanisms to ensure efficient policy implementation.
