      为坚决贯彻习近平总书记提出的总体国家安全观和核安全观,依托数字技术构建核电建设项目安全风险智慧防控体系。以风险管理理念为指导,对智慧防控体系的理论框架、运行设计与实现条件进行详细地探讨。运用数字技术赋能核电建设项目安全风险防控“监控—预警—处置—评价”各环节,提供快速感知、实时监控、预警处置和系统评估等功能效用,最终实现安全风险智慧防控体系安全、稳定、高效运行。为此,要加强核电建设项目安全风险智慧防控体系顶层设计,推动核电建设项目安全风险防控要素数字化全面建设,完善核电建设项目安全风险智慧防控体系平台,创新核电建设项目安全风险智慧防控复合型人才培养方式。
English Summary:
      In order to firmly implement the overall national security concept and nuclear security concept proposed by General Secretary Xi Jinping, a smart prevention and control system for safety risks in nuclear power construction projects is constructed based on digital technology. With the concept of risk management as a guide, the theoretical framework, operational design and realisation conditions of the intelligent prevention and control system are discussed in detail. Digital technology was used to empower all links of “monitoring-early warning-disposal-evaluation” in safety risk prevention and control of nuclear power construction projects, to provide rapid perception, real-time monitoring, early warning treatment, systematic assessment and other functional utility, and ultimately achieve the safe, stable and efficient operation of the safety risk intelligent prevention and control system. To this end, the top-level design of safety risk intelligent prevention and control system must be strengthened, the comprehensive digital construction of safety risk prevention and control elements must be promoted, the platform of safety risk intelligent prevention and control system must be improved, and the training methods of composite talent in safety risk intelligent prevention and control must be innovated for nuclear power construction projects.
