| 本文以2010—2023年创业板上市公司为样本，基于双元创新视角探讨了中国经济政策不确定性对中小企业技术创新的影响。研究发现：经济政策不确定性促进了中小企业的技术创新，即经济政策不确定性程度越高，越能促进中小企业技术创新。并在经过替换核心解释变量、滞后一期、排除异常值以及内生性检验后上述结果依旧显著。进一步发现，经济政策不确定性的促进作用受行业、企业所有权性质的影响存在异质性。同时，政府补助和税收优惠是经济政策不确定性提升促进中小企业创新的重要传导机制。并在此基础上提出了经济政策不确定下背景下促进中小企业技术创新的政策建议。研究结论为厘清宏观经济政策不确定性对中小企业突破式创新和渐进式创新的影响提供一定的证据，有助于政府完善针对中小企业的经济政策。 |

| Based on the perspective of Dual-Innovation, this paper discusses the impact of economic policy uncertainty on technological innovation of small and medium-sized enterprises based on the sample of GEM listed companies from 2010 to 2023. It is found that economic policy uncertainty promotes the technological innovation of small and medium-sized enterprises. That is, the higher the degree of economic policy uncertainty, the more it can promote the technological innovation small and medium-sized enterprises. The results were still significant after replacement of core explanatory variables, one-stage lag, exclusion of outliers and endogeneity tests. Furthermore, The promoting effect of economic policy uncertainty is heterogeneous due to the industry and the ownership nature of enterprises. At the same time, government subsidy and tax incentive are important transmission mechanisms for economic policy uncertainty to promote small and medium-sized enterprises’ innovation. And, the paper puts forward some policy suggestions to promote technological innovation of small and medium-sized enterprises under the background of economic policy uncertainty. The conclusion of this study provides some evidence for clarifying the impact of economic policy uncertainty on the breakthrough innovation and progressive innovation of medium-sized enterprises, which is helpful for the government to improve the economic policy for medium-sized enterprises. |
