Building resilient cities is a necessary way to realize high-quality development. In this paper, we use the "Broadband China" policy as a quasi-natural experiment, measure the economic resilience level of 284 cities during 2010-2020 by using the fixed-base polar deviation entropy weighting method, and then use double-difference models to assess the relationship between the construction of digital infrastructure and the economic resilience of the cities on the basis of this method. The study finds that the implementation of the "Broadband China" policy significantly promotes the economic resilience of cities, and the policy has a generalization and cumulative effect. Mechanism tests show that the coverage of digital inclusive finance, the level of urban innovation, and the level of urban informatization are important mechanisms through which digital infrastructure construction contributes to the economic resilience of cities. Heterogeneity results show that the enhancement of urban economic resilience by digital infrastructure construction is more pronounced in the eastern and central regions, and in the areas of large-scale cities and higher levels of traditional infrastructures. In addition, digital infrastructure development has a positive spatial spillover effect on the economic resilience of neighboring regions. |
