| 核安全监管是构建人类命运共同体理念应用于核能与核电工程建设的生动诠释,核能与核电合作是共建“一带一路”的重点实践,核安全监管能力现代化是践行我国的核安全观、推动“一带一路”能源与基础设施合作走深走实的基本能力要求。文章比较核安全监管能力现代化国际方案及举措后厘定研究范围,从监管理念、组织体系与规范体系角度提出我国核安全监管能力现代化方案构想。高质量共建“一带一路”背景下我国核安全监管亟待面向现代化转型,丰富发展核安全监管现代化理念,加快更新核安全监管现代化规范体系,健全完善核安全监管现代化组织体系,能有效提升核安全监管能力现代化水平,应以高质量共建“一带一路”行稳致远目标为愿景,为人类核安全命运共同体构建贡献中国治理方案。 |

| Nuclear safety regulation is a vivid interpretation of the concept of building a community with a shared future for mankind applied to the construction of nuclear energy and nuclear power engineering.Cooperation in nuclear energy and nuclear power is a key practice in jointly building the “Belt and Road”.The modernization of nuclear safety regulatory capabilities is a fundamental requirement for practicing our country's nuclear safety philosophy and promoting the deep and solid cooperation in energy and infrastructure within the “Belt and Road”.This paper defines the scope of the study after comparing the international scheme and measures of the modernization of nuclear safety regulatory capabilities, and puts forward the scheme of China from the perspectives of regulatory philosophy, organizational system, and normative system.Under the high-quality joint construction of the “Belt and Road”, China's nuclear safety regulation urgently needs to modernize and transform.By enriching and developing the concept of modernization of nuclear safety regulation, accelerating the renewal of the system of modern nuclear safety regulatory standards, and improving the organizational system of modern nuclear safety regulation, the modernization level of nuclear safety regulatory capabilities can be effectively enhanced. This will respond to the goal and vision of steady and far-reaching development of high-quality joint construction of the “Belt and Road”, and contribute China's governance plan to the construction of a community with shared destiny for human nuclear safety. |
