      文章基于科技创新治理体系,构建芯片企业科技创新和政府干预的两方演化博弈模型,据此对博弈双方的初始值、成本、强度分别进行数值模拟仿真,探究博弈双方参与行为的博弈动态过程和演化效果。结果表明:芯片企业选择“参与”策略和政府选择“干预”策略是理想的演化稳定策略;政府采取资金激励政策和监督管理措施,能够促使芯片企业更加积极地参与到产业科技创新发展进程;应该对政府的资金激励成本进行合理的把控,否则会阻碍博弈双方参与到芯片产业科技创新发展的进程。研究结果可以为推进芯片产业科技创新发展提供借鉴和参考。
English Summary:
      Based on the science and technology innovation governance system, this paper constructs a two-party evolutionary game model of chip enterprises' science and technology innovation and government intervention, according to which the initial value, cost, and intensity of the two parties of the game are simulated numerically to explore the dynamic process and evolutionary effect of the two parties' participation in the game. The results show that:(1) chip enterprises choose the “participation” strategy and the government chooses the “intervention” strategy as the ideal evolutionary stabilization strategy. (2) The government's financial incentives and supervision and management measures can encourage chip enterprises to participate more actively in the process of industrial science and technology innovation development. (3) The cost of the government's financial incentives should be reasonably controlled, otherwise it will hinder the participation of both sides of the game in the development of scientific and technological innovation in the chip industry. The study's results can provide a reference for promoting the development of scientific and technological innovation in the chip industry.
