      文章通过收集湖南省卫生人力资源的有关数据并进行分析,评价湖南省卫生人力资源分布的公平性,为对卫生人力资源进行优化配置,采用泰尔系数和基尼系数这两组模型,分别从城市常住人口与所占地理面积进行分析。数据显示,2012—2021年按人口分布的基尼系数均小于0.2,按地理面积的基尼系数为0.2~0.25,按人口分布的总泰尔指数为0.001 3~0.230 0,按地理面积分布的总泰尔指数0.043 5~0.072 1。湖南省卫生人力资源分布的公平性及配置情况在逐年改善,不均衡性主要原因是各市、各区域之间资源配置存在较大差异;与按常住人口分布相比,卫生人力资源配置按地理面积分布公平性低且改善不大。政府应统筹配置省内各区域卫生人力资源,引进高素质人才和提高现有卫生人力质量促进卫生人才队伍健康发展,充分提升企业非政府组织等对于医疗资源供给的积极性,整体提高医疗卫生服务配置的公平性。
English Summary:
      Through collecting and analyzing relevant data of health human resources in Hunan Province, the fairness of health human resources distribution in Hunan Province was evaluated, and the optimal allocation of health human resources was carried out. Two models, Theil coefficient and Gini coefficient, were used to analyze the permanent population and geographical area of the city respectively. Results:From 2012 to 2021, the Gini coefficient of population distribution was less than 0.2, the Gini coefficient of geographical area was 0.2-0.25, the total Theil index of population distribution was 0.0013-0.230, and the total Theil index of geographical area distribution was 0.0435-0.0721. Conclusion:The distribution fairness and allocation of health human resources in Hunan Province are improving year by year, and the main reason for the imbalance is that there are great differences in resource allocation among cities and regions. Compared with the distribution by resident population, the distribution of health human resources by geographical area is less equitable and has little improvement. Suggestions:The government should coordinate the allocation of health human resources in various regions of the province, introduce high-quality talents and improve the quality of existing health human resources to promote the healthy development of health personnel, fully enhance the enthusiasm of enterprises, NGOs etc. for the supply of medical resources, and improve the fairness of the overall allocation of medical and health services.
