      当前我国在国际竞争中面临的“卡脖子”技术困境,存在科技、经济“两张皮”现象,发展创新联合体开展关键核心技术、共性技术攻关,已成为提升我国企业自主创新能力的重要着力点。然而,我国对于创新联合体的理论研究尚处于起步阶段,近两年各省市的创新联合体组织实践过程中遇到了一些困难。如何安排与分配“卡脖子”技术的研发项目是解决当前创新联合体存在的组织安排未形成合力、研发目标不明确等问题的首要任务。文章在对国内已有关于创新联合体概念及路径选择等相关文献进行充分总结的基础上,从技术获取模式、保障条件两个方面进行总体设计,为今后开展创新联合体实践活动打下良好基础,有利于优化我国创新资源配置,进一步提升我国自主创新能力。
English Summary:
      At present, China is facing a “dilemma” technology condition in international competition, the existence of “two skins” of science, technology and economy, the development of innovative consortium to develop key core technology and commonality technology has become an important point to promote the independent innovation ability of Chinese enterprises. However, the theoretical research on the innovative consortium is still in its infancy. In recent years, there have been some difficulties and problems in the organization practice of the innovative consortium in various provinces and autonomous regions. How to arrange and distribute the research projects of “dilemma” technology is the primary task to solve the problems of the existing organization arrangement of the innovation consortium, such as the lack of synergy and unclear research and development objectives. On the basis of a full summary of the existing literature on the concept and path selection of innovation consortium in China, this paper makes an overall design from two aspects of technology acquisition mode and guarantee conditions. It will lay a good foundation for carrying out the practice activities of innovation association in the future, which is conducive to optimizing the allocation of innovation resources in China and further enhancing Chinas independent innovation ability.
