| 在中国现行体制之下,国家宏观战略部署对农业转移人口流动务工、定居融合等起着决定性作用,地方政府则主要通过政策性扶持和服务性支持促进农业转移人口的城市融合。文章以新型城镇化为管理实践背景,尝试将中国层级治理下的地方政府行为理论引入城市融合这一观察视域,以层级政府职责同构和层级职能为理论启发,突破以往农业转移人口融入研究中“权益—冲突”的理论分析框架,转而以政府职能和地方政府行为理论为分析工具,构建“制度—政策—服务”的政府支持+系统,从中央制度环境、地方政策工具、服务供给支持三个层次分析农业转移人口城市融合的政府支持机制,既能解释城镇化进程中政府支持农业转移人口城市融合行为的内在规律,也拓展了政府行为理论的研究视域。 |

| Under China's current system, the national macro-strategic deployment plays a decisive role in the migration and integration of agricultural migrants, while local governments mainly promote the urban integration of agricultural migrants through policy support and service support. Taking the new urbanization as the background of management practice, this paper attempts to introduce the theory of local government behavior under China's hierarchical governance into the perspective of urban integration, and uses the isomorphism of hierarchical government responsibilities and hierarchical functions as theoretical inspiration to break through the integration of agricultural transfer population into research. The theoretical analysis framework of “rights-conflict” turns to use the theory of government functions and local government behavior as analysis tools to build a government support system of “institution-policy-service”, from the central institutional environment, local policy tools and service supply. The government support mechanism supporting the three-level analysis of agricultural transfer population urban integration can not only explain the inherent laws of government support for agricultural transfer population urban integration in the process of urbanization, but also expand the research horizon of government behavior theory. |
