中文摘要:
      可再生能源配额制及绿色证书交易涉及能源体制机制改革的重大问题,其中相关的机制设计是可再生能源政策研究的重点和难点。基于我国绿色证书交易市场和电力市场改革的实际情况,文章利用Vensim构建系统动力学模型,仿真模拟不同情景下配额制对电力市场和绿色证书交易市场的影响,对配额指标设定下基于社会福利最大化的煤电最优基准电价进行了量化分析。结果表明:(1)电力市场基准上网电价的增加,会刺激电力市场的总发电量增加,社会福利增加;在设定的基准电价范围内,社会福利达到最大的煤电基准电价为0.46元/千瓦时,因此确定0.46元/千瓦时为煤电最优基准电价。(2)较高的配额比例可以有效地刺激和诱导煤电厂进行绿色证书交易,加大绿色证书市场的交易量。(3)不同的可再生能源配额比例和基准电价会对绿色证书交易市场和电力市场产生不同的影响。因此,科学设计配额制度体系,加强电力市场改革,将有助于我国实施配额制政策,进一步推进“十四五”能源改革的进程。
English Summary:
      Renewable energy quota system and green certificate trading involve major issues in the reform of energy system and mechanism, especially related mechanism design is the focus and difficulty of renewable energy policy research. Based on the actual situation of China's green certificate trading market and electricity market reform, this paper uses Vensim to build a system dynamics model to simulate the impact of the quota system on the electricity market and the green certificate market under different scenarios, and set quota indicators based on society Quantitative analysis was carried out on the optimal benchmark electricity price for coal power with maximum welfare. The results show that:(1) The increase in the benchmark on-grid electricity price in the electricity market will stimulate the increase in total power generation in the electricity market and increase in social welfare; within the set benchmark price range, when the benchmark price of coal power is 0.46 yuan/kWh, the social welfare reaches the maximum, so 0.46 yuan/kWh is determined as the optimal benchmark electricity price for coal power. (2) A higher quota ratio can effectively stimulate and induce coal power plants to conduct green certificate trading and increase the trading volume of the green certificate market; (3) Different renewable energy quota ratios and benchmark electricity prices will affect the green certificate trading market and the electricity market differently. Therefore, scientifically designing the quota system and strengthening the reform of the electricity market will help China implement the quota system policy and further promote the energy reform process of the “14th Five-Year Plan”.
