| 低碳经济已成各国发展重点,碳金融应运而生。当前,湖南碳金融在区域发展、激励机制以及衍生品创新等方面存在不足,但在稳步实现“双碳”目标的过程中,健全和完善湖南碳金融发展体系对于推进“三高四新”战略具有重大意义。一方面,碳金融可通过推动能源转型、加快产业升级、促进消费升级助力“三个高地”建设；另一方面,碳金融亦可通过建设信用体系、巧用碳减排工具、主导产业集群、突破信息技术来践行“四新使命”。为此,湖南可从新发展理念、系统观以及奋斗精神等方面入手构建碳金融发展框架,并利用好碳金融发展机遇为区域协调发展与全国产业优化协同发展贡献湖南智慧、提供湖南方案。 |

| Low-carbon economy has become the focus of the development of all countries, and Carbon Finance emerged at the historic moment. At present, Hunan Carbon Finance has shortcomings in regional development, incentive mechanism and derivative innovation, but in the process of steadily realizing the “Dual Carbon” goal, it is of great significance to improve and perfect Hunan Carbon Finance development system for promoting the “Three High and Four New” Strategy. On the one hand, Carbon Finance can help the construction of the “Three Highlands” by promoting energy transformation, accelerating industrial upgrading and promoting consumption upgrading. On the other hand, Carbon Finance can also fulfill the “Four New Missions” by building a credit system, skillfully using carbon reduction tools, leading industrial clusters and breaking through information technology. Therefore, Hunan can construct the framework of Carbon Finance development from the aspects of new development concept, system view and fighting spirit, and make good use of the opportunities of Carbon Finance development to contribute Hunan wisdom and provide Hunan plan for regional coordinated development and national industrial optimization coordinated development. |
