      高等院校是科研创新人员培养的摇篮,高等院校科研人员是开展科研创新活动的主力军。在以科技创新为高校核心竞争力的新时代,如何提升科研创新效率成为高校关注的重要内容。文章选取了湖南省16所高等院校为样本,运用数据包络分析法对高校科研创新效率进行动静态分析。研究发现高校科研全要素生产率随纯技术进步效率的提高而提高,高校间科研创新效率差异明显,存在科研创新发展与其资源规模不协调,科研成果产出低和科研创新活力弱等问题。为此,高校应确定科研投入的适度规模,促进科研资源的合理配置、重视科研人才的引进培养,提高科研队伍的整体水平、重视科研成果产出,提高科研成果转化率。
English Summary:
      Colleges and universities are the cradle of training scientific research and innovation personnel, and also the main force of carrying out scientific research and innovation activities. In the new era of taking scientific and technological innovation as the core competitiveness of colleges and universities, how to improve the efficiency of scientific research and innovation in colleges and universities has become an important content that all provinces pay attention to. In this paper, 16 colleges and universities in Hunan Province are selected as samples, and the data envelopment analysis method is used to analyze the efficiency of scientific research innovation in colleges and universities. It is found that the comprehensive efficiency of scientific research in colleges and universities depends on the level of pure technical efficiency and scale efficiency, and there are some problems such as low utilization rate of scientific research public resources, low output of scientific research achievements and weak vitality of scientific research innovation. Therefore, colleges and universities should attach importance to infrastructure construction, promote the sharing of scientific research public resources, attach importance to the introduction and training of scientific research talents, improve the overall level of scientific research teams, attach importance to the output of scientific research achievements, improve the conversion rate of scientific research achievements and attach importance to the rational use of scientific research funds, and establish a supervision mechanism for scientific research funds in schools.
