| 农户作为农业生态环境的主要受益人,在农业生态环境保护中扮演着重要角色。当前我国实施的农业面源污染治理政策中,政府主导的农村环境治理得到了显著的效果,但要取得长期可持续治理效果,提高耕地质量保护的水平,农户的行为参与和实施程度至关重要。文章基于湖南省衡阳市254个试点与非试点区域农户的微观调研数据,探索了在农业面源污染治理中政策认知对农户耕地质量保护行为的影响机理与效应。结果表明:农户面源污染治理政策认知是通过农户行为态度、主观规范、知觉行为控制间接正向影响农户的行为意愿,进而影响耕地质量保护行为,且试点区政策的推广对农户行为的影响效应较强。建议:政府应加强农业面源污染治理相关的政策及措施宣传,同时致力营造积极的治理氛围,并进一步扩大试点范围,以巩固和提升农村面源污染治理的效果。 |

| As the main beneficiaries of agricultural ecological environment, farmers play an important role in agricultural ecological environmental protection. In the current agricultural non-point source pollution governance policies implemented in our country, the government-led rural environmental governance has achieved significant results, but to obtain long-term sustainable governance effects and improve the level of farmland quality protection, the participation and implementation of farmers’ behavior is crucial. Based on the micro-survey data of 254 farmers in the pilot and non-pilot areas in Hengyang City, Hunan Province, this paper explores the mechanism and effect of policy cognition on farmers’ farmland quality protection behaviors in the agricultural non-point source pollution control. The results show:farmers’ non-point source pollution control policies cognition indirectly and positively affects their behavior willingness and thus their farmland quality protection behavior by farmers’ behavior attitudes, subjective norms, and perceptual behavior control. Moreover, the policy implications of the pilot area farmers present a stronger effect. Suggestions:The government should strengthen the promotion of policies and measures related to agricultural non-point source pollution control, and at the same time strive to create a positive governance atmosphere, and further expand the scope of the pilot program to consolidate and enhance the effect of rural non-point source pollution control. |
