| 重大疫情对人类的生存和发展造成严重威胁,疫情防控中的公益活动集聚社会力量,能有效弥补政府救援短板,在疫情大考中展现夺目的风采。利他主义、公平正义及公共利益是重大疫情防控下公益伦理内涵的三大要素,但非常时期的公益救助也难以避免伦理问题。文章围绕公益组织的公信力、公益伦理价值共识、公益活动主体的权责界限等方面,从现实、认知和行为三个维度分析重大疫情防控中公益伦理问题的表现和原因,并提出重建公信力与德育相结合,道德规范和法律规范互补的伦理对策。 |

| The public welfare activities in epidemic prevention and control can effectively make up the shortage of government rescue and embody the glory of human nature. Altruism, fairness and justice and public interest are the three major elements of the connotation of public welfare ethics under the prevention and control of major epidemic situations. Focusing on the public trust of public welfare organizations, the common understanding of the value of public welfare ethics, and the power and responsibility limits of public welfare activities, this paper analyzes the manifestations and causes of public welfare ethical problems in the prevention and control of major epidemic situations from three dimensions of reality, cognition and behavior. It also puts forward some ethical countermeasures to rebuild public trust, combine with moral education and complement moral and legal norms. |
