| 自中华人民共和国成立以来,国家历代中央领导人能够在不同时期不同阶段的历史实践中因时而进、逐层深入地把握生态文明发展规律,我国的生态文明建设工作也随之发生了相应的转变发展。从新中国成立初期毛泽东时期的生产优先的生态地位、运动号召的政治方法、独立探索的对外维度、专项治理的程度范围,到发展改革开放早期邓小平等领导人时期产业结合的生态地位、建章立制的政治手段、开放借鉴的对外领域、工程建设的治理程度,再发展到新时代前后习近平时期的生态优先的历史地位、严格法治的法律手段、全球治理的对外共治、系统恢复的全面建设。这一有序递进的转变历程也为新时代中国生态文明建设提供了历史启示,当前只有完善生态文明立法,推进环境保护执法,加快形成其内生动力机制的绿色发展方式,让生态文明建设工作成为全社会共同的生态行为,才能进一步确保生态文明建设稳中向好的成效稳固。 |

| Since the founding of the People's Republic of China, the leaders of the central government in China have been advancing from time to time and deeply grasping the laws governing the development of ecological civilization in the historical practice at different stages of different periods. The corresponding transformation has developed from the beginning of the founding of New China, the Mao Zedong period, the production of priority ecological status, the political method of campaign appeal, the external dimension of independent exploration, and the extent of special governance; and the period of Deng Xiaoping’s leadership in the early days of reform and opening up, the ecological status of industrial integration, the political means of establishing legislation, the openness of foreign fields, and the degree of governance of engineering construction; to the Xi Jinping period before and after the new era, the historical status of ecological priority, the legal means of strict rule of law, the external governance of global governance, and the comprehensive construction of system recovery. This progressive and orderly transformation process also provides historical inspiration for the construction of China's ecological civilization in the new era. At present, only the improvement of ecological civilization legislation, the promotion of environmental protection law enforcement, the acceleration of the green development mode of forming its endogenous dynamic mechanism, and the ecological civilization construction work become the common ecological behavior of the whole society, can we further ensure the stability of the ecological civilization construction and the stability of the results. |
