| 文章以模型分析方法为基础,建立了以执照申请、前期设计、设备采购、现场施工准备四条主线为脉络的核电项目前期策略模型。基于对福岛事故前后外部环境条件的变化,反思了福岛事故前普遍采取的工作思路,探讨了新形势下我国核电项目的前期工作策略,明确提出核电可持续发展的基础是依法依规开展各项前期工作。 |

| Based on the method of model analysis, this paper builds the marginal strategy models of activities in pre-phase of nuclear power plant project through four main clues which are license application, pre-phase design, procurement and on-site construction preparation, and makes the comparative studies on the strategies in theory and startup. At last, it puts forward the modified strategy that matched the outside conditions. |
