| 公共政策作为政府用于管理公共事务的重要工具,在导引社会主义核心价值观践行中发挥着重要的积极作用。但是,在公共政策的目标、公共政策的制定、公共政策的执行方面存在着种种问题,这些问题在一定程度上制约了公共政策在导引社会主义核心价值观重要作用的发挥。究其原因,主要是由于公共政策公共性价值偏离、公共政策制定过分强调经济建设以及公共政策监督考核体系不健全等因素。为此,应着力制定有利于社会主义核心价值观培育践行的公共政策体系及其评估机制,同时注重完善公共政策执行路径和监督机制,确保公共政策导引社会主义核心价值观践行的作用得到充分有效的发挥。 |

| As an important tool employed by the government to manage public affairs, public policy plays an important and positive role in guiding the practice of the socialist core values. However, there are various problems on public policy of the value orientation, the formulation and the implementation, which to some extent restrict the exertion of public policies in the important role of guiding the socialist core values. The reason is mainly due to the deviation of the public value of public policy, the overemphasis on economic construction in the formulation of public policy, the ineffectiveness of publicity and popularization for public policy and the imperfect supervision and evaluation system of public policy and so on. To this end, effective measures should be taken from the perspective of public policy formulation, assessment, implementation and supervision. Besides, the important role of public policy in guiding the practice of socialist core values should be full played. |
