后现代公共行政理论认为,公共政策制定的有效性—合法性框架应是“部分人”在公共能量场中的有效对话。通过解构房地产政策制定,可以发现我国房地产政策制定既不属于环式民主模式,也不属于社群主义模式,而是具有一种典型的单向度官僚式独白特征。要重构有效合法的房地产政策,必须推动政策对话由官僚制走向公共能量场,根据话语理论来建立多元政策对话机制,建构“部分人”之间有效对话的政策制定模式。 |

Post-modern Public Administration theory proposed effectiveness-validity framework of public policy-making should be an effective dialogue between “some people” in public energy field. Through the deconstruction of China's real estate policy-making,it can be found real estate policy-making belongs to neither ring democratic model nor the communitarianism model,but has the characteristics of a typical one-dimensional bureaucratic monologue. In order to reconstruct an effective legal public policy,policy dialogue should be promoted from bureaucracy to public energy field,a multi-dialogue mechanism should be built,following the rules of discourse democracy,policy-making model of policy dialogue between “some people” should be established. |
