| 共享发展理念是“十三五”时期我国经济社会发展的基本理念,具有平衡性、包容性和可持续性三个特征。PPP作为提供公共物品的综合运营模式,参与主体众多,利益指向多元,其最终目的是实现多方互利共赢,与共享发展理念十分契合。共享发展理念可引导PPP模式在实践中更好运用,在各项目参与方之间平衡共享机会,增强共享能力,提升共享水平。但在实践中出现了诸如“伪PPP”项目丛生、民营资本参与不足与公众参与不足等与共享发展理念相背离的现象,应当通过完善风险分担制度、激励制度、政府履约保证金制度以及公众参与制度等保障各方主体共享发展机会与发展成果。 |

| The concept of shared development is the basic concept of China's economic and social development during the “thirteen-five” period,which is characterized by balance,inclusiveness and sustainability.PPP is considered as an integrated mode of operation to provide public goods,which has many participants and liuralistic benefit,but the ultimate goal of PPP is to achieve mutual win-win situation.In line with the Shared Development concept,the PPP model is in line with the basic characteristics of the Shared Development concept.At the same time,the Shared Development concept can lead to a better use of the PPP model in practice,balance the sharing opportunities among project participants,enhance sharing capacity and enhance sharing Level.With the popularization and application of the PPP model in China,the phenomenon is on the contrary of the Shared Development concept in practice,such as “pseudo-PPP” project clustering,lacking of private capital participation and public participation.We should put the concept of Shared Development better into practice through improving the risk-sharing system,incentive system,Margin system and the public participation system,to ensure all parties share the development opportunities and development results. |
