| 现代社会,社会组织作为社会自组织力量,其合法存在是以自治性为基础的。中国社会组织发展所依托的国情是复杂的,形成了独特的成长路径和制度环境,这使其呈现出明显的本土特征,构成其有序发展的现实困境。社会组织成长的宏观环境,制度变迁的路径依赖、社会自治力量发育、党政社关系模式等,都对其发展轨迹和运作模式产生了深远影响,并在很大程度上形成了社会组织发展的环境约束。新时期,推动社会组织有序发展,需要从根本上破解相关制度壁垒,重点从政社关系重构、制度环境创造、治理网络形成等方面展开,全面释放社会组织发展的内生动力。 |

| In modern society, social organization, as a kind of social self-organizing force, its legal existence is based on its autonomy. In China, the development situation of social organization is complex, forming a unique growth path and institutional environment, which makes it appear obvious native characteristic, form realistic dilemma on its orderly development. On the macro- background of social organization development, path dependence on institutional change, social autonomic force, relationship model among ruling party, government and society, which show far-reaching influence on the development track and operation mode, and to a great extent, form environmental constraints on social organization development. In the new period, to promote orderly development of social organizations, we need to break off related fundamental institutional barriers, especially focusing on reconstruction of politics-society relationship, creation of the institutional environment, formation of governance network, to fully release the inner motive force on social organization development. |
