| 转变政府职能，建设服务型政府，我国行政体制改革应当具有“社会最不利者”的视角。社会最不利者视角是实现国家治理体系重要元素现代化——建设服务型政府的一种改革战略方向：首先，建设服务型政府，政府“管什么”应该从社会最不利者的角度来定；其次，建设服务型政府，政府“怎么管”应当让社会最不利者清楚明白；最后，建设服务型政府，政府“管得怎样”应以社会最不利者满意为基准。 |

| In order to build the service-oriented government through a transformation of government functions,the transformation of administrative system in China should have the perspective of the least advantaged.First,the boundary of government should be strongly influenced by the need of the least advantaged.Secondly,administrative procedure of the government should be made clear to the least advantaged.Finally,government's policy effectiveness should be that government,first of all,let the least advantaged satisfactory. |
