| 比特币是基于互联网和密码学所生成的数字代码，虽满足货币五大功能，但由于其易致通货紧缩、替代品丛生，以及币值极不稳定三大因素现无法成为货币，故将之认定为投资品较为恰当。基于保护投资者、防范系统性风险以及反洗钱、反避税三大监管目标，比特币应纳入监管框架，实施以去匿名化和经验制度安排为核心的监管进路。 |
