| 文章根据中国现行宪法关于中央与地方政府权力关系的规定，在政府治理理念革新前提下，展开对地方政府权力法治创新的研究。文章主要从三个方面得以展开：一是国内外关于地方政府权力法治化研究的主要成果、内容及其意义；二是联邦制与单一制典型国家的中央与地方权力划分的经验借鉴；三是地方政府创新与权力法治的宏观要求与微观基础。 |

| With the prerequsite of governace innovation the author studied law innovation of local goverment power from three aspects according to the power relation between central government and local goverment under the present Chinese Consitution.The first aspect is the achievements,content and significance of study of power of local government ruled by law at home and broad.The second aspect is the experence drawn from separation of powers between central and local government in federal and unitary state.The last is the macro-requirement and micro-foundation of innovation of local govenment power and power ruled by law. |
