| 近年来，随着群体性事件数量的不断攀升，破坏性也与日剧增，已然成为影响社会稳定发展的重要因素，亟需政府采取有效措施来治理从而改善和维护政府的公共形象。然而，由于信息沟通机制的不健全，政府在处理群体性事件过程中存在一定的沟通梗塞，使得群体性事件的治理成效深受局限，而通过再造政府内部体系以及拓展外部沟通渠道的“双维”路径，在一定程度上能够提升政府处置群体性事件理应具备的沟通能力。 |

| In recent years, the rising number of group events has become an important factor, which brings in increasing destructive effect and has an impact on China's social harmony and stability. The government needs to take immediate measures to improve and maintain government's public image. However, because of the defective information communication mechanism, governance effectiveness of group evens was limited greatly in that the government has certain communication infarction in dealing with group events. So this article puts forward “two dimension” approaches of reconstructing internal system of government and developing external communication channels to enhance the government's communication ability in dealing with group events. |
