      保护劳动者人力资本的权益,既有必要性又有可行性。它有利于化解劳资冲突,推行劳资合作。企业吸纳劳动者工作,劳动者投入了人力资本,人力资本应当与投资者投入企业的物力资本共享企业盈利。湖南省尤其是长株潭城市群全国资源节约型和环境友好型社会建设综合配套改革试验区,尽先通过地方立法来保障劳动者人力资本权益,将对我们做好利益增量文章,提高广大劳动者的积极性,拉动内需,推动经济结构调整和经济发展方式的转变,让劳动者共享改革红利,构建和谐劳动关系,实现劳、资、政三方共赢,意义重大,应加快付诸行动。
English Summary:
      To protect the rights of workers' human capital has both necessity and feasibility,which is beneficial to dissolve the conflict between labor and capital and promote their cooperation.The enterprises recruit laborers to work, and laborers input human capital, so human capital ought to share the enterprise profit the same as material capital that the investors put in HuNan province,especially ChangSha XiangTan ZhuZhou city concentration resource-saving and environment-friendly comprehensive reform pilot area of social construction,is protecting the workers' labor capital through local legislation advancedly.No doubt that will do good to improve incremental benefits, raise the enthusiasm of the majority of workers, stimulate domestic demand, promote economic structural adjustment and transformation of economic development mode, let laborers share reform bonus,in addition, that bears great significance for building harmonious labor relations, and realizing a tripartite win of labor, capital and government.
