| 政府的非理性决策所导致的恶果往往是严重的。文章以A市出租车行业的历史为起点，着重分析了一旦政府因非理性的冲动行为使得自己失去管制合法性的时候，在重建合法性的过程中所要付出的代价。研究发现，在合法性重建的过程中，政府更多的只能采取一些非理性的、人情化的手段和措施，这无形之中增加了政府的管理成本，甚至是政治成本。 |

| The non rational decision of government often leads to serious consequences. The study is based on the taxi industry of A City,analyzing the heavy cost of government in the process of legality losts as well as re building in the Taxi Industry Regulation . The research finds government has to use irrational and personal methods and measures when government re builds its own legality.This will increase the administrative cost,even political cost. |
