| 恐怖主义的蔓延给世界各国人民带来了沉重的灾难。德国的恐怖主义威胁由来已久，早在二十世纪七八十年代，极左恐怖组织“红军旅”便在德国发动了多起恐怖袭击。无论是面对过去的国内极左恐怖主义威胁，还是“9·11”事件后的国际伊斯兰教恐怖主义威胁，德国始终坚持在法治国框架内运用法律手段惩治恐怖分子，预防恐怖主义犯罪。纵观德国在两次反恐运动中的相关立法及其安全战略的演进，可以透视其反恐策略背后深厚的宪政根基。 |

| The spread of terrorism has brought about grave disaster to people all over the world. Threat of terrorism in Germany has been a long-standing problem. German left-wing terrorism, represented by “Red Army Faction”, launched numerous terrorist attack as far back as 1970s and 1980s. Faced with both German left-wing terrorism in 1970s and International Islamic terrorism in the post-9·11 era, German persevered in combating terrorism as well as taking precautions against terrorist crime by using legal means within the framework of constitutional state. Throughout terrorism legislation and the evolution of the security strategy in Germany, we can find deep constitutional foundation behind the strategy of anti-terrorism, which put great emphasis on the balance between national security and civil liberty. |
