| 天然具有低碳特性的旅游业让各省看到了发展低碳旅游的契机。应旅游生态系统恢复、旅游循环经济发展、“两型”社会建设的需要，湖南要从低碳旅游资源的配置、低碳旅游产业链的完善、低碳旅游生态系统的闭路循环三个层次入手，构建由生产因子、消费因子、还原因子组成的低碳旅游生态循环经济系统。 |

| It is a great opportunity for every province to develop low-carbon tourism as tourism was born with a low-carbon feature. To meet the needs of the restoration on tourism eco-system, the development of tourism circular ecocomy and the construction of two-oriented society, Hunan has to build an eco-circular economy system in low-carbon tourism which consists of producing elements, consuming elements and restoring elements from three levels,such as the allocation of low-carbon tourism resources, the perfection of tourism industry chain, and the closed cycle of low-carbon tourism eco-system. |
