| 2009年7月5日晚，“三股势力”在新疆首府乌鲁木齐发动了严重的打砸抢暴力活动，造成197人死亡，1700多人受伤，物质方面的损失更是巨大。“7·5”事件的发生与“三股势力”的猖獗密不可分，SCO（上海合作组织）作为中亚地区最大的地区国际组织，在合作反恐等非传统安全领域的合作方面扮演着重要的角色。文章拟从地区合作层面，分析“7·5”事件的发生及对恐怖主义的预防机制建构与SCO的互动关系，试图论证国际合作机制是打击恐怖主义犯罪的重要平台。 |

| The Three Vices lunched the “beating,，smashing and looting”violent crime in Urumqi， capital of Xinjiang Uygur Autonomous Regions，on the night of July 5th，2009， 197 innocent lives were killed and more than 1，700 people were injured ，at the same time，numerous material possessions were ruined. The July 5th incident is closely related with the rampant activities of the Three Vices. As the biggest regional international organization in Central Asia， SCO plays a very important role in the cooperation of non-traditional security fields，such as the anti-terrorism cooperation. This paper is trying to analyze the July 5th incident，as well as the interactive relationship between the anti-terrorism prevention mechanism and the SCO.This paper is verifying that the international cooperation mechanism is the very platform to fight against the terrorist crime. |
