| 随着改革的深入,社会矛盾日益凸显,大规模群体性信访频发,严重影响社会稳定。作为基层政府的街道因群访群众惟上心理而陷入无为困境,需通过建立大联动格局来强权化解矛盾。文章拟以上海市长宁区新华街道为例,综合分析其群体性信访的现状及不足,探讨建立行政力量内外部大联动格局化解街道群体性信访矛盾难题。 |
