| 文章阐述了科学发展观在科技期刊建设中的作用即以科学发展观为指导，大胆改革创新，积极鼓励和倡导原创性论文的发表，并针对当前科技期刊发表论文质量低、原创性不够的现象，提出了从三方面着手加强科技期刊原创性建设：一是以人为本，积极发现和培育作者；二是改革思想，录用稿件不拘泥于形式；三是创新观念，转变思想，大胆包容。 |

| The paper discussed the importance of scientific development view in the development of sci-tech periodicals, that was, developing sci-tech periodicals under the guidance of scientific development view, reforming and innovating boldly,and encouraging and promoting the release of original papers actively. In tems of at the status and problems of sci-tech periodicals that the quality of articles was low and originality was not enough, some countermeasures were put forward about how to strengthen original construction of sci-tech periodicals:(1)insisting on human–orientation, finding and nurturing authors actively; (2)reforming thoughts, adopting papers not according to the form;(3)innovating conception,changing thoughts and tolerating boldly. |
