| 责任政府已成为民主政体的重要标志和基本原则。现代责任政府理念的产生，与西方国家近代资产阶级革命以来所提倡的人民主权观念、法治理念和民主政治观念等主张密不可分。人民主权理论是责任政府的主体理论基础，主权在民理论是责任政府的范畴属性基础，法治理念是责任政府的法治基础。 |

| Presently, there is no legislation about family emotional abuse in China. With the variation of the form of domestic violence in practice, family emotional abuse should be legislated and incorporated into law against domestic violence in China. Family emotional abuse should be clearly defined in law and series systems, such as system of burden of proof in reverse, system of marital compensation for damages and special legal aid system for emotional abuse should be built to make the law operable in practice. |
