| 在我国，占人口70%的农民却无法有效地组织起来形成一个代表自身利益，替自己说话的利益集团，因而在政府的决策过程中，在与其他利益集团的利益博弈中处于明显的弱势。文章从利益集团理论视角出发论证我国农民利益集团缺失的原因及改变农民弱势现状的对策，对构建和谐社会有重要的现实意义。 |

| In China, farmers stand for 70 percent of the total population,but they can not effectively organize themselves to form a representative group to speak for their own interest, therefore, in the government's decision-making process they are in a clearly disadvantaged position compared with other interest groups. From the interest group theory perspective,this paper demonstrates the reasons for lack of interest groups of our country’s peasant and proposes countermeasures to change the status of the disadvantaged farmers, which has an important practical significance of building a harmonious society. |
