| 市管县体制在我国经济领域改革不断深化的过程中失去制度支撑，其负面效应和历史局限性日益凸显，并直接推动了省管县体制改革的试行。总结归纳我国市管县体制的历史作用及其弊端，并进一步指出省管县体制试行中凸现的局限性；针对中部地区的经济发展状况及其行政区域的分布现状和特征，提出切实的行政体制改革路径模式，最后以湖南省为例阐述了中部地区以完善市管县体制为主要对策的建议。 |

| City-Governing-County system has lost its system support in the process of the intensive economic reform, and its negative effects and historical limitations have been presented gradually that will promote the reform of Province-Governing-County system directly. The historical functions of the City-Governing-County system and its drawbacks have been summarized, and the limitations of implementation of Province-Governing-County system have been pointed out. For the economic development in the Middle Areas, and distribution actuality and characteristics of its administrative region, a concrete path model of administrative reform has been suggested, and the proposal to perfect the City-Governing-County system in the Middle Areas has been carried out at last with Hunan Province as the example. |
