| In modern society, citizen capacity is increasingly complete, and energized. From the function that citizen capacity plays, it exists in the form of variable, and can do good or bad to the political life. Therefore, modern government must be serious to face the playing of citizen capacity, and try hard to improve the positive effect, in order to achieve the harmony between citizen capacity and government behavior. |
