      最低工资制度旨在保障最普通劳动者的最基本生活需要,被认为是调节公民收入政策的一种工具。从我国的实施情况来看,一些地方的最低工资标准过低且没有全面贯彻实施,难以达到预定政策目标。文章试通过以京、辽、赣、湘、渝等五省市最近几年最低工资发展分析,并与月工资、人均GDP、CPI等相关因素的增长及比较,论述我国最低工资标准过低带来的弊端,并在此基础上试提出保护弱势群体的设想。
English Summary:
      A minimum wage system designed to protect the most ordinary workers’ most basic needs of life, is considered as the policy tool of adjusting citizens' income. But some parts of the minimum wage is too low and is not full implemented to protect the basic interests of the workers and meet policy aim. This paper presents the ideas of protecting vnlnerable groups based on analyzing the recent development and defects of the minimum wage in Beijing,ziaoning, Jiangxi, Hunan and Chongqing.
