| 教育是准公共产品，高等教育也是如此，因此必须由政府和私人共同提供。我国政府财政支出在高等教育领域存在着一些需要加以改进的问题。文章分析了我国高等教育财政支出存在的问题，对日本和美国的高等教育财政支出进行了比较并且思考其借鉴意义，最后提出了我国高等教育财政支出的改革方向。 |

| Education is a kind of quasi-public goods and so is higher education. This thesis analyzes the pitfalls of the fiscal expenditure of higher education in China, compares the fiscal expenditure of higher education in the United States and Japan. And it puts forward the measures to reform the fiscal expenditure of higher education in China. |
